𝐓𝐡𝐞 𝐭𝐡𝐢𝐫𝐝 𝐩𝐚𝐧𝐞𝐥 𝐨𝐟 𝐭𝐡𝐞 𝐝𝐚𝐲, 𝐔𝐤𝐫𝐚𝐢𝐧𝐞 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐚𝐧𝐝 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 𝐭𝐨𝐰𝐚𝐫𝐝𝐬 𝐑𝐞𝐜𝐨𝐧𝐬𝐭𝐫𝐮𝐜𝐭𝐢𝐨𝐧, brought together 𝐂𝐨𝐬𝐦𝐢𝐧 𝐃𝐨𝐛𝐫𝐚𝐧, Director for Peace, Partnerships and Crisis Management at the European External Action Service (EEAS); 𝐎𝐥𝐞𝐤𝐬𝐚𝐧𝐝𝐫 𝐒𝐲𝐞𝐧𝐤𝐞𝐯𝐲𝐜𝐡, Mayor of Mykolayiv, Ukraine; 𝐈𝐨𝐧𝐮𝐭̦-𝐅𝐥𝐨𝐫𝐢𝐧 𝐏𝐮𝐜𝐡𝐞𝐚𝐧𝐮, Mayor of Galați, Romania; and 𝐀𝐧𝐝𝐫𝐞𝐢 𝐏𝐨𝐬𝐭𝐞𝐥𝐧𝐢𝐜𝐮, Managing Director Southeast Europe, CBRE Global Workplace Solutions (GWS). The session was moderated by 𝐂𝐥𝐚𝐫𝐚 𝐕𝐨𝐥𝐢𝐧𝐭𝐢𝐫𝐮, Regional Director at the German Marshall Fund of the United States.

Discussions focused on how Ukraine’s defense architecture—supported by international partnerships and military aid—can evolve to safeguard sovereignty, civil defense, and critical infrastructure while countering hybrid threats. Beyond immediate security imperatives, panelists emphasized the need to embed resilience into long-term reconstruction strategies, from energy independence and digital infrastructure to urban planning. Regional cooperation and Romania’s role in supporting Ukraine’s recovery were also key themes.
