Gruia Bumbu: International Romani Union

     By Gruia Bumbu

General Secretary of International Romani Union Riga Office

Liberating Europe and the world from racism and building a new human identity. Our flag is not stained with blood. We have never had a war with anyone.. We have never wanted our own state, with borders, and army. We are an example for all the peoples of the world. We are aware of this. We need a new  international Romani, where every Roma and every non-Roma in the world can feel represented. An international that builds solidarity and community. An international that intervenes towards the States and defends the life of human beings. An international of humanity.

On 8 April 1971 in London, the IRU International Romanì Union was founded. „The affair of the Roma imposes and calls into question a concept, which the whole humanity finds itself  having to overcome it today, that of identity between STATE and NATION.”

Roma peoples in all the Countries of Europe been, slave, oppressed, under the power of extermination of the nazis, forced assimilated segregation, discriminated with a strong feeling of antigypsyism.

In order to prohibit genocide, slavery, slave trade, wars and action of agression, torture and privacy, violation of norm representing crime, not only on invidual victims, but against humanity as a whole.

We are raising for our self determination and th right to secede, Into an European Union Roma people are still considerated as equal with an migrant, in a lot of cases people without identity, with lack of identity documents and citizenship of their countries they’ve been born within European Union.

The alternative is a need to modernise the concept of self determination, to reconcile the conflict principles of self determination, nation and territorial integrity.

Universal declaration of Human Rights

,,recognition of the inherent dignity and for equal and inalienable right of all members of the human family is the foundation of freedom, justice and peace in the world,,

As a human beings Roma are entitled to the protection offered to all, under individual human right measures, without discrimination.

Our claim shall be considered in term of self determination as a nation , in order to find a Voice on the international stage as a transnational and transfrontalier Roma Nation.

We the members of the romani nation we take decision to initiate and develop the national community through government programs.

We will build the national identity using the power of a Nation.

The aim is to unificate the people within the roma nation, to ensure political stability and viable in the long run.

We will develop the national Roma community through government programs in order to foster social harmony and economic growth.

The decision made is based on fact that in this moment Roma people developed a strong civil rights society organisations.

We Raised a nation capable of providing public goods into EU territory and the possibility of a shared communication medium.

The central elements of our Roma nation building are ideological legitimation, social integration and the development of a functional state /nation apparatus.

We established the four main main pillars: security, justice, reconciliation, social economy well being, governance and participation.

The four main task humanitarian: political, social and economic are interconnected them into a single coherent strategy.

Our nation is understood to be a community invested on a nation.

We have collective identity, and self awareness as a nation.

We have a socio cultural structuring and an integration process, and shared characteristics of identity values and goals.

Our people have the primary identity, doesn’t matter of their tribe, clan, relatives or ethno religious group, our national identity level remains ROMA PEOPLE.

We involved the whole groups the civil society of Roma people as an active an open participation of the civil society in the formulations of the country government and it’s policies.

The democratic values of the civic culture and society that develop and sustain us in the importance of increasing social, political and economic equality and human development, are our long term democratic strategy to consolidate our nation.

We create a functional apparatus that actually now can control his transnational and transfrontalier people into common territory of European Union countries territory.

We want to be free people in order to achieve the status of free citizens to have a voice into the EU governmental problems. Nothing for Roma without Roma!

We need to assure our ethnical group’s participation regarding Justice and Rule of Law, as well as implying ourselves in personally in knowing and participating in processes of this category.

We understood self determination ,a nation , as the right of participation and inclusion rather the exclusionary nature of sovereign independence.

United Nations World conference Against Racism Warsaw 15-18 November 2000 Part of Article 5 of the Statments read

,, We recommend that the UN confers the status of an non territorial nation to the Romani people, providing for adequate representation in a relevant international governmental organisation,,

The Roma should inter alia, receive a seat in the United Nation, participate as a selected officials in the European Parliament, the Parliamentary Assembly of the Coucil of Europe and in the constitutive organs of this organizations.

We, The Roma People, we see the need to have our freedom witnessed by us and recognised by others.

The human nature has essence of that.

We are free if, and only if, we succeed in realisation that essence of our lives.

If we determine our identity, our essence in dialog with the other both privately and publicly, the positive recognition of other in the public sphere is this crucial in enabling to one to be free.

We need that all the rights which can be found as a human right to be realised, fulfiled in our evereyday lives.

We will still be unfree, where the public recognition of the fundamental aspects of our identity is witheld.

We are not free where we are dependent of the arbitrary powers of others. It happens where the decision of recognising our people as a group belongs to those who have the power in a society.

We want to abolish this form of domination.

The denial of recognition our people also confirms the lack of homogeneity, of a voice of one in the apparatus of society  and thus the ability to govern oneself.

UN study by the Secretary General on Popular Participation in its Various Form as an Important Factor in development and in the Full realisation of Human rights UN Doc UN Doc E/CN.4/1985/10(1984)

In 1992, Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities:

Art. 2, (2) provides the right to effectively participate in cultural, religious, social, economic and public life.

Art. 2, (3) grants minorities the right to participate effectively in decisions on the national and, where appropriate, regional level concerning the minority to which they belong or the regions in which they live, in a manner not incompatible with national legislation.

Our citizens are ready to take part of the state security apparatus by which we rule ourselves, as a part of the civic society of the nation.

The International Covenant on Economic, Social and Cultural Rights (ICESCR):

Art. 1,(1) states that all states have the right to self-determination.

In exception:

The 1970 Declaration on Friendly Relations. Roma people, as an Europe’s oppresed minority group, were finally entitled to independently become bearers of their own rights.

We ask to apply the positive aspects of the „Safeguard’s cause” to invoke provision of the GA Resolution 1541 and obtain self-determination to freely pursue our economic, social, and cultural status, our right to choose a government.

We ask to be a part of the existing treaties, Human Rights, any other legal protocols.

A new norm of international law has been already created from the intersection of sovereignity, self determination and human rights ,guaranteeing minority groups and indigenous people the right of meaningful control over their own affairs, what he has termed ,,less than sovereign self determination”.

European Convention on the Recognition of the Legal Personality of International Non-Governmental Organisations (1986)

Art. 1 of the 2 1986 International Convention on Human Rights establishes that the principles of the right to self-determination serves to safeguard human rights.

To recognise the exercise of headquarters, of the prerogatives of sovereignty. It means that the sovereignty of EU and every country coexisting without overlapping, because International Romani Union (IRU) exercises sovereignty functions in  a wider area occurs in the diplomatic mission of the states.

As an international independent entity, the permanent observer mission of the IRU is a need in New York in order to solidly recognise Roma Nation.

The international law recognises a number of collective units whose composition is independent of the nationality of their constituent members and whose scope is transcended by virtue of their universal character the territorial confines of any state.

Respect of the principle „Par in parem non habet imperium”, meaning „equals have no sovereignty over each other”

Common cultural heritage ROMANIPHEN Romaniphilosophy, Romanipen (also romanypen, romanipe, romanype, romanimos, romaimos, romaniya) is the totality of the Romani spirit, Romani culture, Romani Law, being a Romani, a set of Romani strains.

Romanies often adopt the dominant religion ortodox, catholic, muslim of their host country in the event that a ceremony associated with a formal religious institution is necessary, such as a baptism or funeral (their particular belief systems and indigenous religion and worship remain preserved regardless of such adoption processes). The Roma continue to practice „Shaktism„, a practice with origins in India, whereby a female consort is required for the worship of a god. Adherence to this practice means that for the Roma who worship the Christian God, prayer is conducted through the Virgin Mary, or her mother, Saint Anne – Shaktism continues over one thousand years after the people’s separation from India.

Besides the Roma elders (who serve as spiritual leaders), priests, churches, or bibles do not exist among the Romanies – the only exception is the Pentecostal Roma.

National anthem Ghelem Ghelem „Gelem, Gelem” is a song composed by Žarko Jovanović,  used as the anthem of the Romani people. The title has been adapted in many countries by local Roma to match their native orthography and spoken dialect of the Romani language.

After experiencing firsthand the incarceration of Roma during the Porajmos (the Romani Holocaust of World War II), Jovanović later composed the lyrics of „Gelem, Gelem” and set them to a traditional melody in 1949. The song was first adopted by delegates of the first World Romani Congress held in 1971

The Romani flag or flag of the Roma (Romani: O styago le romengo) is the international flag of the Romani people. It was approved by the representatives of various Romani communities at the first World Romani Congress (WRC), held in Orpington in 1971. The flag consists of a background of blue and green, representing the heavens and earth, respectively; it also contains a 16-spoke red chakra, or cartwheel, in the center. The latter element stands for the itinerant tradition of the Romani people and is also an homage to the flag of India, added to the flag by scholar Weer Rajendra Rishi..
